Request for Comments on the Renewal of a Previously Approved Information Collection: Automated Mutual-Assistance Vessel Rescue (AMVER) System
The Maritime Administration (MARAD) invites public comments on our intention to request the Office of Management and Budget (OMB) approval to renew an information collection in accordance with the Paperwork Reduction Act of 1995. The proposed collection OMB 2133-0025 (Automated Mutual-Assistance Vessel Rescue (AMVER) System) is used to maintain a current plot of U.S.-Flag and U.S.-owned vessels. Since the last renewal, there was an increase in the total respondents to this collection, which has resulted in more responses and higher burden hours. There are no other changes to this collection. We are required to publish this notice in the Federal Register to obtain comments from the public and affected agencies.
Notice of Virtual Public and Tribal Meetings Regarding the U.S. Army Corps of Engineers Civil Works Environmental Justice Strategic Plan and Vision, Establishment of a Public Docket, Request for Input
Pursuant to the Executive order, "Revitalizing our Nation's Commitment to Environmental Justice for All", the U.S. Army Corps of Engineers (Corps) is preparing its Environmental Justice Strategic Plan for the Civil Works programs. As part of that effort, the Corps is soliciting feedback on its Draft Environmental Justice Strategic Plan vision, goals, and objectives. The Corps is also soliciting input on priority actions and performance metrics that will be evaluated to advance the Draft Environmental Justice Strategic Plan vision, goals, and objectives. The Environmental Justice Strategic Plan will be a living document that is periodically updated, and comments will be therefore accepted any time at the email address listed below.
Centers of Excellence for Domestic Maritime Workforce Training and Education; Notice of Opportunity To Apply for Designation
The National Defense Authorization Act of 2018 (the Act) provided the Secretary of Transportation with the discretionary authority to designate qualified entities as Centers of Excellence (CoEs). CoE designations serve to assist the maritime industry in obtaining and maintaining the highest quality workforce. Upon the Secretary's approval, twenty-seven institutions were designated on May 19, 2021; thirty-two applicants were designated on February 22, 2024. The purpose of this notice is to solicit applications from qualified training entities for the next round of CoE designations. A Center of Excellence designation is valid for five years.

The U.S. Department of Commerce (Commerce) preliminarily determines that countervailable subsidies were provided to producers and exporters of certain metal lockers and parts thereof (metal lockers) from the People's Republic of China (China). The period of review (POR) is January 1, 2022, through December 31, 2022. In addition, Commerce, intends to rescind this review with respect to four companies. Interested parties are invited to comment on these preliminary results.

Port Access Route Study: Approaches to the Port of Cape Canaveral and Vessel Transit Offshore Jacksonville, Daytona, and Canaveral, Florida
A meeting will be held on September 19, 2024, to support public interest in the Coast Guard's Port Access Route Study (PARS) for the Approaches to the Port of Cape Canaveral and Vessel Transit Offshore Jacksonville, Daytona, and Canaveral, Florida. The Coast Guard will discuss the PARS notice of study that was published on April 17, 2024, and next steps for public engagement. This meeting is open to the public, and the Coast Guard invites those attending to bring additional comments that support the goals of the PARS. Public Meeting: The meeting will be held at the Maritime Center (Commission Room), 445 Challenger Rd., Cape Canaveral, FL 32920 on Thursday, September 19, 2024, from 11 a.m. to 12:30 p.m., Eastern Daylight Time. Safety Zone; Kentucky River, Frankfort, KY
The Coast Guard is establishing a temporary safety zone for all navigable waters of the Kentucky River extending from mile marker (MM) 65.5 to MM 66 near Frankfort, KY. This safety zone is needed to protect life, vessels, and the marine environment due to stability concerns of the Broadway Bridge near MM 65.5. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port Sector Ohio Valley (COTP) or a designated representative.
Privacy Act of 1974; System of Records
In accordance with the Privacy Act of 1974, and Office of Management and Budget Circular No. A-108 Federal Agency Responsibilities for Review, Reporting, and Publication, the U.S. Department of Agriculture (USDA or Department) is issuing a public notice of its intent to modify the current system of records titled "Department of Agriculture, Forest Service, FS-33 Law Enforcement and Investigative Records." This system allows Law Enforcement and Investigations to record all criminal and civil investigations that take place or are related to crimes committed on National Forest System lands, which includes verified violations of criminal statutes and Forest Service (Agency) policy, as well as situations that may result in civil claims for or against the government. This information helps the Agency meet its objective of contributing to the safety of law enforcement officers, Forest Service employees, and national forest visitors.

Information Collection Being Reviewed by the Federal Communications Commission Under Delegated Authority
As part of its continuing effort to reduce paperwork burdens, and as required by the Paperwork Reduction Act (PRA) of 1995, the Federal Communications Commission (FCC or the Commission) invites the general public and other Federal agencies to take this opportunity to comment on the following information collection. Comments are requested concerning: whether the proposed collection of information is necessary for the proper performance of the functions of the Commission, including whether the information shall have practical utility; the accuracy of the Commission's burden estimate; ways to enhance the quality, utility, and clarity of the information collected; ways to minimize the burden of the collection of information on the respondents, including the use of automated collection techniques or other forms of information technology; and ways to further reduce the information collection burden on small business concerns with fewer than 25 employees. The FCC may not conduct or sponsor a collection of information unless it displays a currently valid control number.
