VA Rehabilitation Counselors who possess a CRCC certification, hold a state license in a mental health field (e.g., Licensed Professional Counselor, Licensed Clinical Professional Counselor, Licensed Clinical Social Worker, Licensed Independent Social Worker, Licensed Psychologist), and qualify as a licensed provider based on the medical facility bylaws will be permitted to diagnose mental health disorders because their education, training, and expertise provides the necessary competency to diagnose.
