The evaluation design: The choice of a Quasi-Experimental Design (QED), supported by Synthetic Control Methodology (SCM), is driven by the need for an assessment framework that allows for the control of confounding variables in nonrandomized environments, especially given the prospect of bringing to scale models that are offered to all families. This evaluation seeks to quantify the effects of targeted interventions on key parameters such as Kindergarten Readiness and specific health outcomes indicative of infant and maternal health. 11. SUPPLEMENTARY INFORMATION: The United States Sentencing Commission is an independent agency in the judicial branch of the United States Government. The Commission promulgates sentencing guidelines and policy statements for federal courts pursuant to 28 U.S.C. 994(a). The Commission also periodically reviews and revises previously promulgated guidelines pursuant to 28 U.S.C. 994(o) and submits guideline amendments to the Congress not later than the first day of May each year pursuant to 28 U.S.C. 994(p). The Background Commentary to § 1B1.10 (Reduction in Term of Imprisonment as a Result of Amended Guideline Range (Policy Statement)) provides a non-exhaustive list of criteria the Commission typically considers in selecting the amendments to be included in § 1B1.10(d) for retroactive application: ‘‘the purpose of the amendment, the magnitude of the change in the guideline range made by the amendment, and the difficulty of applying the amendment retroactively to determine an amended guideline range under subsection (b)(1).’’ USSG § 1B1.10, comment. (backg’d). This nonexhaustive list of criteria has remained substantively unchanged since the Commission originally promulgated the policy statement at § 1B1.10 in 1989. Issues for Comment: 1.
