determine that certain objects being
imported from abroad pursuant to
agreements with their foreign owners or
custodians for temporary display in the
exhibition ‘‘Iba N’Diaye: Between
Latitude and Longitude’’ at The
Metropolitan Museum of Art, New York,
New York, and at possible additional
exhibitions or venues yet to be
determined, are of cultural significance,
and, further, that their temporary
exhibition or display within the United
States as aforementioned is in the
national interest. I have ordered that

SURFACE TRANSPORTATION BOARD

The rail
cost adjustment factor (RCAF) is an
index formulated to represent changes
in railroad costs incurred by the nation’s
largest railroads over a specified period
of time. The Surface Transportation
Board (Board) is required by law to
publish the RCAF on at least a quarterly
basis. Each quarter, the Association of
American Railroads computes three
types of RCAF figures and submits those
figures to the Board for approval. The
Board has reviewed the submission and
adopts the RCAF figures for the first
quarter of 2025. The first quarter 2025
RCAF (Unadjusted) is 0.944. The first
quarter 2025 RCAF (Adjusted) is 0.367.
The first quarter 2025 RCAF–5 is 0.347.
