Abstract: The New Source Performance Standards for Portland Cement Plants (40 CFR part 60, subpart F) were promulgated on December 23, 1971; and amended on both February 12, 2013, and July 27, 2015. They are also required to maintain records of the occurrence and duration of any startup, shutdown, or malfunction in the operation of an affected facility or any period during which the monitoring system is inoperative. These notifications, reports, and records are essential in determining compliance, and are required of all affected facilities subject to NSPS. Form Numbers: None. Frequency of response: Initially, semiannually. Total estimated burden: 14,100 hours (per year). Burden is defined at 5 CFR 1320.3(b). Total estimated cost: $2,810,000 (per year), which includes $1,040,000 in annualized capital/startup and/or operation & maintenance costs. Changes in the Estimates: There is no change in burden from the mostrecently approved ICR as currently identified in the OMB Inventory of Approved Burdens. This is due to two considerations: (1) the regulations have not changed over the past three years and are not anticipated to change over the next three years; and (2) the growth rate for this industry is very low or nonexistent, so there is no significant change in the overall burden. There is an increase in capital and operation & maintenance costs due to an adjustment to increase from 2011 to 2022 $ using the CEPCI Equipment Cost Index. ACTION: Notice. AGENCY: The Environmental Protection Agency (EPA) is requesting comment on an application from Mitsubishi Motors Corporation (‘‘MMC’’) for off-cycle carbon dioxide (CO2) credits under EPA’s light-duty vehicle greenhouse gas emissions standards. ‘‘Off-cycle’’ emission reductions can be achieved by employing technologies that result in real-world benefits, but where that benefit is not adequately captured on the test procedures used by manufacturers to demonstrate compliance with emission standards. EPA’s light-duty vehicle greenhouse gas program acknowledges these benefits by giving automobile manufacturers several options for generating ‘‘off-cycle’’ CO2 credits. Under the regulations, a manufacturer may apply for CO2 credits SUMMARY: E:\FR\FM\19DEN1.SGM 19DEN1
