ACTION: Notice of availability. AGENCY: The Environmental Protection Agency (EPA) is announcing the availability of the latest major release of the MOtor Vehicle Emission Simulator (MOVES) model, MOVES5, for official purposes outside of California. MOVES5 is the latest version of EPA’s state-of-the science modeling tool for estimating emissions from cars, trucks, buses, and motorcycles based on the latest data and regulations. MOVES5 is available for use in state implementation plans (SIPs) and transportation conformity analyses outside of California. This notice starts a two-year grace period before MOVES5 will need to be used as the latest EPA emissions model for transportation conformity determinations outside of California, both in new regional emissions analyses and in new hot-spot analyses. DATES: EPA’s announcement of the MOVES5 emissions model for SIPs and transportation conformity determinations in states other than California is effective December 11, 2024. This announcement starts a twoyear transportation conformity grace period that ends on December 11, 2026. After this date, MOVES5 will need to be used as the latest EPA emissions model for new transportation conformity analyses outside of California in both regional emissions analyses and in hotspot analysis.
