Deanne Criswell, Administrator, Federal
Emergency Management Agency,
Department of Homeland Security,
under Executive Order 12148, as
follows:
(Presidentially Declared Disasters); 97.039,
Hazard Mitigation Grant.)
I have determined that the damage in
certain areas of the Commonwealth of
Virginia resulting from Tropical Storm
Helene beginning on September 25, 2024,
and continuing, is of sufficient severity and
magnitude that special cost-sharing
arrangements are warranted regarding
Federal funds provided under the Robert T.

Assistance Act, 42 U.S.C. 5121 et seq. (the
‘‘Stafford Act’’).
Therefore, I amend my declaration of
October 1, 2024, to authorize Federal funds
for debris removal and emergency protective
measures, including direct Federal assistance
at 100 percent of the total eligible costs for
a period of 90 days of the Commonwealth’s
choosing within the first 120 days from the
start of the incident period.
