    On November 22, 2024, the California State Water Resources Control 
Board (Water Board) submitted to the Federal Energy Regulatory 
Commission (Commission) a notice that it received a complete 
application requesting a Clean Water Act section 401(a)(1) water 
quality certification from South Sutter Water District, in conjunction 
with the above captioned project on October 25, 2024. Pursuant to 
section 4.34(b)(5) of the Commission's regulations,\1\ we hereby notify
