Under section 204 of the FPA, no public utility or licensee shall issue any security, or assume any obligation or liability as guarantor, SUPPLEMENTARY INFORMATION: The Commission uses the information contained in filings to determine its acceptance and/or rejection of applications for authorization to either issue securities or to assume an obligation or liability by the public utilities and licensees who submit these applications.     On October 23, 2024, the Commission issued an order announcing its 
intent to revoke the market-based rate authority of several public 
utilities that had failed to file their required Electric Quarterly 
Reports.\1\ The Commission directed those public utilities to file the 
required Electric Quarterly Reports within 15 days of the date of 
issuance of the order or face revocation of their authority to sell
