Note: Average hourly wage rates for management occupations (11-0000) including State and local government management are at htlps://www.bls.gov/oes/current/oes110000.htm; for government, management occupations
(11-000), at hllps://www.bls.gov/oes/current/naics4_999300.htm; for community and social service occupations (21-0000) at hltps://www.bls.gov/oes/current/oes210000.htm; for social and community service managers (119151) at https:liwww.bls.gov/oes/current/oes119151.htm. The baseline labor rate for individuals with low incomes is $22.03. This is based on data from the most recent full fiscal year (FY 2023) available from the Current
Population Survey (CPS) median weekly earnings for full-time and salary workers, ages 16 and up ($1, 101.25/week, divided by 40 hours to produce an hourly rate of $27.53). Because burden on SNAP participants reflects
activities, like completing SNAP fomns, that occur outside of an employment selling, the hourly rate derived from the weekly wage is discounted by 20 percent to remove the value of taxes and other work-related costs, resulting
in $22.03.
