To authorize the transportation in commerce of hazardous materials by 14 CFR Part 133 cargo-only aircraft (rotorcraft external load operations) transporting
hazardous materials attached to or suspended from
the aircraft, and Part 135 in remote areas of the US
without being subject to certain hazard communication
requirements, quantity limitations, and certain loading
and stowage requirements. (modes 4,5).
To authorize the transportation in commerce of liquefied
or non-liquefied gases classified as Division 2.1 or 2.2
gases in DOT 3AA cylinders that have been re-qualified using UE testing at least once every 15 years in
lieu of internal inspection and hydrostatic testing required every 5 years. (modes 1, 2, 3, 4, 5).
To authorize the transportation in commerce of certain
Division 2.1 gases in a DOT 2Q container. (modes 1,
2, 3, 4).
To authorize the manufacture, mark, sale, and use of
packaging used to transport mixed chemistries of endof-life batteries for disposal or recycling. (modes 1, 2).
To authorize in-line pressure testing of non-flammable,
non-toxic compressed gases (Division 2.2) in DOT
Specification 2S and non-DOT specification plastic
aerosols not exceeding 1L capacity in lieu of hot water
bath and alternative leakage tests. (modes 1, 2, 3, 4,
5).
To authorize the transportation in commerce of certain
Division 1.1, 1.2, 1.3, and 1.4 explosives aboard
cargo-only aircraft. (mode 4).

To authorize the transportation in commerce of used DOT
3AL cylinders with a gauge pressure less than 200 kPa
(29.0 psig/43.8 psia) at 20 °C (68 °F).
To authorize the manufacture, mark, sale, and use of nonDOT specification cylinders that meet the design and construction requirements for UN composite cylinders specified in § 178.71(1)(ii) and in ISO Standard 11119–2, except as specified herein, for the transportation in commerce of the hazardous materials authorized by this special permit.
To authorize the transportation in commerce of nitric acid
with inner packagings that exceed the quantities authorized in the Hazardous Materials Regulations.
To authorize the transportation in commerce of sulfur
hexafluoride in a non-DOT specification pressure vessel,
which is a component of an electric utility circuit interrupter unit.
To authorize, under certain circumstances, the movement of
freight trains utilizing a ‘‘light locomotive consist’’ of no
more than three locomotives attached to the rear end of a
stalled train without positioning buffer cars separating
these locomotives from the rear placarded hazardous materials cars in the train.
To authorize the one-time, one way transportation of certain
Division 1.4G products for the purpose of disposal.
To authorize the transportation in commerce of UN1830,
sulfuric acid by rail with a placarded car next to the locomotive during ‘‘shoving movements.’’
To authorize the transportation in commerce of
