[FR Doc. 2024–25159 Filed 10–29–24; 8:45 am] BILLING CODE 67820–SY–P DEPARTMENT OF COMMERCE Census Bureau ddrumheller on DSK120RN23PROD with NOTICES1 Agency Information Collection Activities; Submission to the Office of Management and Budget (OMB) for Review and Approval; Comment Request; Current Population Survey, Annual Social and Economic Supplement The Department of Commerce will submit the following information collection request to the Office of Management and Budget (OMB) for review and clearance in accordance with the Paperwork Reduction Act of 1995, on or after the date of publication of this notice. We invite the general public and other Federal agencies to comment on proposed, and continuing information collections, which helps us assess the impact of our information collection requirements and minimize the public’s reporting burden. Public comments were previously requested via the Federal Register on July 19, 2024, during a 60-day comment period. This notice allows for an additional 30 days for public comments. Agency: U.S. Census Bureau, Commerce. Title: Current Population Survey, Annual Social and Economic Supplement. OMB Control Number: 0607–0354. Form Number(s): There are no forms. All interviews are conducted using computers. Type of Request: Regular submission, Request for a Revision of a Currently Approved Collection. Number of Respondents: 78,000. Average Hours per Response: 0.41667. Burden Hours: 32,500. Needs and Uses: Information on work experience, personal income, noncash benefits, current and previous year health insurance coverage, employersponsored insurance take-up, and migration is collected through the ASEC. The work experience items in the ASEC provide a unique measure of the VerDate Sep<11>2014 17:59 Oct 29, 2024 Jkt 265001 dynamic nature of the labor force as viewed over a one-year period. These items produce statistics that show movements in and out of the labor force by measuring the number of periods of unemployment experienced by people, the number of different employers worked for during the year, the principal reasons for unemployment, and part-/full-time attachment to the labor force. We can make indirect measurements of discouraged workers and others with a casual attachment to the labor market. The income data from the ASEC are used by social planners, economists, government officials, and market researchers to gauge the economic wellbeing of the country as a whole, and selected population groups of interest. Government planners and researchers use these data to monitor and evaluate the effectiveness of various assistance programs. Market researchers use these data to identify and isolate potential customers. Social planners use these data to forecast economic conditions and to identify special groups that seem to be especially sensitive to economic fluctuations. Economists use ASEC data to determine the effects of various economic forces, such as inflation, recession, recovery, and so on, and their differential effects on various population groups. The ASEC is the official source of national poverty estimates calculated in accordance with the Office of Management and Budget’s Statistical Policy Directive 14. Two other important national estimates derived from the ASEC are real median household income and the number and percent of individuals without health insurance coverage. The ASEC also contains questions related to: (1) medical expenditures; (2) presence and cost of a mortgage on property; (3) child support payments; and (4) amount of childcare assistance received. These questions enable analysts and policymakers to obtain better estimates of family and household income, and more precisely gauge poverty status. Affected Public: Individuals or households. Frequency: Annually. Respondent’s Obligation: Voluntary. Legal Authority: Title 13, United States Code, sections 141 and 182; and title 29, United States Code, sections 1– 9. SUPPLEMENTARY INFORMATION: Background On February 15, 2013, Commerce published in the Federal Register the AD orders on wind towers from China and Vietnam and the CVD order on wind towers from China.1 On April 1, 2024, the ITC instituted its review of the Orders,2 and Commerce initiated 3 the second sunset review of the Orders, pursuant to section 751(c) of the Tariff Act of 1930, as amended (the Act). As a result of its reviews, Commerce determined that revocation of the Orders would likely lead to continuation or recurrence of dumping and/or countervailable subsidies, and therefore, notified the ITC of the magnitude of the margins of dumping and net countervailable subsidy rates likely to prevail should the Orders be revoked.4 On October 17, 2024, the ITC published its determination, pursuant to sections 751(c) and 752(a) of the Act, that revocation of the Orders would likely lead to continuation or recurrence of material injury to an industry in the United States within a reasonably foreseeable time.5 Scope of the Orders The merchandise covered by the Orders are certain wind towers, whether or not tapered, and sections thereof.
