AGENCY:
Veterans Benefits
Administration (VBA), Department of
Veterans Affairs (VA), is announcing an
opportunity for public comment on the
proposed collection of certain
information by the agency. Under the
Paperwork Reduction Act (PRA) of
1995, Federal agencies are required to
publish notice in the Federal Register
concerning each proposed collection of
information, including each proposed
extension of a currently approved
collection, and allow 60 days for public
comment in response to the notice.
DATES: Comments must be received on
or before December 23, 2024.

SUPPLEMENTARY INFORMATION: Under the
PRA of 1995, Federal agencies must
obtain approval from the Office of
Management and Budget (OMB) for each
collection of information they conduct
or sponsor. This request for comment is
being made pursuant to section
3506(c)(2)(A) of the PRA.
With respect to the following
collection of information, VBA invites
comments on: (1) whether the proposed
collection of information is necessary
for the proper performance of VBA’s
functions, including whether the
information will have practical utility;
(2) the accuracy of VBA’s estimate of the

burden of the proposed collection of
information; (3) ways to enhance the
quality, utility, and clarity of the
information to be collected; and (4)
ways to minimize the burden of the

Abstract: These forms are used by the
insured to designate beneficiaries and
select an optional settlement to be used
when the insurance matures by death.
The information is required to
determine the claimant’s eligibility to
receive the proceeds. The information
on the form is required by law, 38
U.S.C. 1917, 1949 and 1952.
Affected Public: Individuals and
households.
Estimated Annual Burden: 13,917
hours.
Estimated Average Burden per
Respondent: 10 minutes.

The purpose of the Committee is to
provide advice and make
recommendations to the Secretary of
Veterans Affairs on proposed research
studies, research plans, and research
strategies relating to the health
consequences of military service in the
Southwest Asia theater of operations
during the Gulf War in 1990–91.
On November 20–21, 2024, the
Committee will welcome new members
and review Gulf War Program updates
and Committee recommendations.
The meeting will include time
reserved for public comments before the
meeting closes on November 21, 2024.
As time is limited, individuals wishing
to make public comments can contact

reserve time during the public comment
period or submit written comments
(max. 2-pages). Each public comment
speaker will be held to a 3–5 minute
