SUPPLEMENTARY INFORMATION:
I. Background
In the Federal Register of August 9,
2024 (89 FR 65294), FDA published the
notice of availability for a draft guidance
#293 entitled ‘‘FDA Enforcement Policy
for AAFCO-Defined Animal Feed
Ingredients,’’ giving interested persons
until September 9, 2024, to comment on
the draft guidance. FDA received
numerous comments on the draft
guidance, including comments from the
animal food industry, AAFCO, a
veterinary association, a State food and
agriculture department, and private
citizens, and those comments were
considered as the guidance was
finalized. The guidance was revised to
provide clarification regarding where
the referenced ingredient definitions are
available to the public. In addition,
editorial changes were made to improve
clarity. The guidance announced in this
document finalizes the draft guidance
dated August 9, 2024.1
This level 1 guidance is being issued
consistent with FDA’s good guidance
practices regulation (21 CFR 10.115).
The guidance represents the current
thinking of FDA on ‘‘FDA Enforcement
Policy for AAFCO-Defined Animal Feed
Ingredients.’’ It does not establish any
rights for any person and is not binding
on FDA or the public. You can use an
alternative approach if it satisfies the
requirements of the applicable statutes
and regulations.
II. Paperwork Reduction Act of 1995
This guidance contains no collection
of information. Therefore, clearance by
the Office of Management and Budget
under the Paperwork Reduction Act of
1995 is not required.

GENERAL LICENSE NO. 13K
Authorizing Certain Administrative
Transactions Prohibited by Directive 4
Under Executive Order 14024
(a) Except as provided in paragraph
(b) of this general license, U.S. persons,
or entities owned or controlled, directly
or indirectly, by a U.S. person, are
authorized to pay taxes, fees, or import
duties, and purchase or receive permits,
licenses, registrations, certifications, or
tax refunds to the extent such
transactions are prohibited by Directive
4 under Executive Order 14024,
Prohibitions Related to Transactions
Involving the Central Bank of the
Russian Federation, the National
Wealth Fund of the Russian Federation,
and the Ministry of Finance of the
Russian Federation, provided such
transactions are ordinarily incident and
necessary to the day-to-day operations
in the Russian Federation of such U.S.
persons or entities, through 12:01 a.m.
eastern standard time, January 8, 2025.
(b) This general license does not
authorize:
(1) Any debit to an account on the
books of a U.S. financial institution of
the Central Bank of the Russian
Federation, the National Wealth Fund of
the Russian Federation, or the Ministry
of Finance of the Russian Federation; or
(2) Any transactions otherwise
prohibited by the Russian Harmful
Foreign Activities Sanctions
Regulations, 31 CFR part 587 (RuHSR),
including transactions involving any
person blocked pursuant to the RuHSR,
unless separately authorized.
(c) Effective September 30, 2024,
General License No. 13J, dated July 10,
2024, is replaced and superseded in its
entirety by this General License No.
13K.

Background

transactions otherwise prohibited by the Russian Harmful Foreign
Activities Sanctions Regulations, 31 CFR part 587. GL 13K superseded GL
13J and was made available on OFAC's website (https://ofac.treasury.gov/) when it was issued. The text of this GL is provided
