AGENCY: The Environmental Protection Agency (EPA) is approving under the Clean Air Act (CAA), a State Implementation Plan (SIP) revision to the sulfur dioxide (SO2) regulations under chapter 3745–18 of the Ohio Administrative Code (OAC). Ohio submitted the request to EPA on June 8, 2023. The revision removes SO2 emissions limitations for fuel burning SUMMARY: PO 00000 Frm 00016 Fmt 4700 Sfmt 4700 equipment at the Greif Packaging, LLC facility located at 9420 Warmington Rd. SW in Massillon, Ohio (Greif facility). The units that were subject to these limits have been permanently shut down. EPA proposed to approve this action on July 17, 2024, and received no adverse comments. This final rule is effective on November 6, 2024. Head of Passes (AHP), New Orleans, LA. This security zone is necessary 
to provide security and protection for visiting personnel during the 
events related to the Gretna Heritage Festival. No person or vessel may 
enter this security zone unless authorized by the Captain of the Port 
New Orleans (COTP) or a designated representative.
