Abstract: Form 1099–SA is used to
report distributions made from a health
savings account (HSA), Archer medical
savings account (Archer MSA), or
Medicare Advantage MSA (MA MSA).
The distribution may have been paid
directly to a medical service provider or
to the account holder. A separate return
must be filed for each plan type.
Current Actions: There is no change to
the form, however the agency has
updated the estimated number of
responses based on the most recent
filing data. The agency estimates 7,958
less responses, decreasing overall
burden by 1,114 hours.

The purpose of this Federal
Register notice is to provide the public
with notice that the Secretary of the
Department of Veterans Affairs (VA)
intends to enter into an Enhanced-Use
Lease (EUL) of Buildings 5, 6, 7, 8, 9,
and 10 on approximately 3.9 acres of
underutilized land on the Prescott
campus of the Northern Arizona VA
Health Care System (VAHCS).

SUPPLEMENTARY INFORMATION: Pursuant
to 38 U.S.C. 8161, et seq. as amended by
Public Law 117–168, the Secretary of
Veterans Affairs is authorized to enter
into an EUL for a term of up to 99 years,
that (a) provides supportive housing for
Veterans and their families, or (b)
enhances the use of the leased property
by directly or indirectly benefitting
Veterans. In addition, the EUL must not
be inconsistent with and not adversely
affect the mission of VA or the operation
of VA’s facilities, programs, and services
in the area of the leased property.
Consistent with this authority, the
Secretary of Veterans Affairs intends to
enter into an EUL for the purpose of
outleasing Buildings 5, 6, 7, 8, 9, and 10
on approximately 3.9 acres of
underutilized land on the campus of the
Northern Arizona VAHCS, to develop
approximately 103 units of supportive
housing for Veterans and their families.
The competitively selected EUL lessee/
developer entity consisting of Gorman &
Company and U.S.VETS will finance,
design, develop, renovate, manage,
maintain, and operate housing for
eligible homeless Veterans or Veterans
at risk of homelessness on a priority
placement basis. In addition, the lessee/
developer will be required to provide
supportive services that guide Veteran
residents towards long-term
independence and self-sufficiency.

2024 NRAC Recommendation(s); a
proposal for a new NRAC
subcommittee: VA Research and
Emerging Health System Priorities; a
presentation on research affiliation
agreements; an overview of NRAC FY
2024 Program Assessment and NRAC
FY 2025 Ops Plan; a discussion of key
areas of interest for NRAC in FY2025;
and public comments.
Members of the public may submit
written statements for review by the
NRAC in advance of the meeting. Public
comments may be received no later than
close of business October 18, 2024, for
inclusion in the official meeting record.
