SUPPLEMENTARY INFORMATION: The
purpose of the meeting is to:
1. Hear from Title II project
proponents and discuss Title II project
proposals;
2. Make funding recommendations on
Title II projects.
The agenda will include time for
individuals to make oral comments of
three minutes or less. Individuals
wishing to make oral comments should
make a request in writing at least 3 days
prior to the meeting date to be
scheduled on the agenda. Written
comments may be submitted to the
Forest Service up to 14 days after the
meeting date listed under DATES.

I. Abstract
Export licenses approved by BIS are
granted to only those persons who
certify on the application that they are
subject to the jurisdiction of the United
States and that they will be strictly
accountable for the use of the license in
accordance with the EAR. Certain
circumstances such as company
mergers, company takeovers, etc.,
necessitate the transfer of an active
export license from one party to
another. When a licensee transfers an
unexpired license to another party,
there must be assurances that the other
party, the transferee, will also be
accountable for the proper use of the
license. The required information
collected from both parties provides
assurances that the balance of the
shipments will not be diverted or used
for purposes contrary to the authorized
use of the approved license.

I. Abstract
Title II, Section 203(o) of the United
States-Colombia Trade Promotion
Agreement Implementation Act (the
‘‘Act’’) [Pub. L. 112–42] implements the
commercial availability provision
provided for in Article 3.3 of the United
States-Colombia Trade Promotion
Agreement (the ‘‘Agreement’’). The
Agreement entered into force on May
15, 2012. Subject to the rules of origin
in Annex 4.1 of the Agreement,
pursuant to the textile provisions of the
Agreement, fabric, yarn, and fiber
produced in Colombia or the United
States and traded between the two
countries are entitled to duty-free tariff
treatment. Annex 3–B of the Agreement
also lists specific fabrics, yarns, and
fibers that the two countries agreed are
not available in commercial quantities
in a timely manner from producers in
Colombia or the United States. The
fabrics listed are commercially
unavailable fabrics, yarns, and fibers,
which are also entitled to duty-free
treatment despite not being produced in
Colombia or the United States.
The list of commercially unavailable
fabrics, yarns, and fibers may be
changed pursuant to the commercial
availability provision in Chapter 3,
Article 3.3, Paragraphs 5–7 of the
Agreement. Under this provision,
interested entities from Colombia or the
United States have the right to request
that a specific fabric, yarn, or fiber be
added to, or removed from, the list of
