Determinations
On the basis of the record 1 developed
in the subject five-year reviews, the
United States International Trade
Commission (‘‘Commission’’)
determines, pursuant to the Tariff Act of
1930 (‘‘the Act’’), that revocation of the
countervailing and antidumping duty
orders on crystalline silicon
photovoltaic cells and modules from
China would be likely to lead to
continuation or recurrence of material
injury to an industry in the United
States within a reasonably foreseeable
time.

Background
The Commission instituted these
reviews on February 1, 2024 (89 FR
6550) and determined on May 6, 2024
that it would conduct expedited reviews
(89 FR 48442, June 6, 2024).
The Commission made these
determinations pursuant to section
751(c) of the Act (19 U.S.C. 1675(c)). It
completed and filed its determinations
in these reviews on September 20, 2024.

Innovation Consortium
Notice is hereby given that, on July 9,
2024, pursuant to section 6(a) of the
National Cooperative Research and
Production Act of 1993, 15 U.S.C. 4301
et seq. (‘‘the Act’’), Undersea
Technology Innovation Consortium
(‘‘UTIC’’) has filed written notifications
simultaneously with the Attorney
General and the Federal Trade
Commission disclosing changes in its
membership. The notifications were
filed for the purpose of extending the
Act’s provisions limiting the recovery of
antitrust plaintiffs to actual damages
under specified circumstances.
Specifically, Greensea Systems, Inc.,
Richmond, VT; Monterey Technologies,
Inc., Park City, UT; Phoenix
International Holdings, Inc., Largo, MD;
Enginuity Partners LLC, Middletown,
RI; G Systems, Inc., Irving, TX; IDM
Solutions LLC, Bristol, RI; Defense
Industry Advisors LLC, St. Petersburg,
FL; and Lockheed Martin Corporation,
Riviera Beach, FL, have been added as
parties to this venture.
Also, NKT Photonics, Inc., Boston,
MA, has withdrawn as a party to this
venture.
No other changes have been made in
either the membership or planned
activity of the group research project.
Membership in this group research
project remains open, and UTIC intends
to file additional written notifications
disclosing all changes in membership.
On October 9, 2018, UTIC filed its
original notification pursuant to section
6(a) of the Act. The Department of
Justice published a notice in the Federal
Register pursuant to section 6(b) of the
Act on November 2, 2018 (83 FR 55203).
The last notification was filed with
the Department on April 29, 2024. A
