SUMMARY: The U.S. Department of Commerce (Commerce) preliminarily determines that melamine from Trinidad and Tobago is being, or is likely to be, sold in the United States at less than fair value (LTFV). SUPPLEMENTARY INFORMATION: AGENCY: Background This preliminary determination is made in accordance with section 733(b) of the Tariff Act of 1930, as amended (the Act). Commerce published the notice of initiation of this investigation on March 11, 2024.1 On June 18, 2024, Commerce postponed the preliminary determination of this investigation.2 On July 22, 2024, Commerce tolled certain deadlines in this administrative proceeding by seven days.3 The deadline for the preliminary determination is now September 18, 2024.     On May 22, 2024, Gotion Inc. submitted a notification of proposed 
production activity to the FTZ Board for its facility within Subzone 
22AF, in Manteno, Illinois.
    The notification was processed in accordance with the regulations 
of the FTZ Board (15 CFR part 400), including notice in the Federal 
Register inviting public comment (89 FR 46856, May 30, 2024). On 
September 19, 2024, the applicant was notified of the FTZ Board's 
decision that no further review of the activity is warranted at this 
time. The production activity described in the notification was 
authorized, subject to the FTZ Act and the FTZ Board's regulations,
