SUPPLEMENTARY INFORMATION: In
accordance with Public Law 116–156,
1134 Stat. 700 (2020), the U.S.
Commission on the Social Status of
Black Men and Boys (CSSBMB) will
hold its fourth quarter business meeting
exploring CSSBMB business items. This
business meeting is open to the public
via livestream on the U.S. Commission
on Civil Rights’ (USCCR) official
YouTube channel. (Streaming
information subject to change.) Public
participation is available for the event
with view access, along with an audio
option for listening. Computer assisted
real-time transcription (CART) will be
provided. The web link to access CART
(in English) on September 16 is https://

Utility Scale Wind Towers From
Malaysia: Preliminary Results and
Preliminary Partial Rescission of
Countervailing Duty Administrative

SUMMARY: The U.S. Department of
Commerce (Commerce) is conducting an
administrative review of the
countervailing duty order on utility
scale wind towers (wind towers) from
Malaysia. Commerce preliminarily finds
that CS Wind Malaysia Sdn Bhd (CS
Wind) received countervailable
subsidies during the period of review
(POR), January 1, 2022, through
December 31, 2022. We are also
preliminarily rescinding the review
with respect to 11 producers/exporters.
We invite interested parties to comment
on these preliminary results.

Background

initiated an administrative review of the
countervailing duty order on wind
towers from Malaysia,1 in accordance
