SUPPLEMENTARY INFORMATION: CBP
invites the general public and other
Federal agencies to comment on the
proposed and/or continuing information
collections pursuant to the Paperwork
Reduction Act of 1995 (44 U.S.C. 3501
et seq.). This proposed information
collection was previously published in
the Federal Register (89 FR 45910) on
May 24, 2024, allowing for a 60-day
comment period. This notice allows for
an additional 30 days for public
comments. This process is conducted in
accordance with 5 CFR 1320.8. Written
comments and suggestions from the
public and affected agencies should
address one or more of the following
four points: (1) whether the proposed
collection of information is necessary
for the proper performance of the
functions of the agency, including
whether the information will have
practical utility; (2) the accuracy of the
agency’s estimate of the burden of the
proposed collection of information,
including the validity of the
methodology and assumptions used; (3)
suggestions to enhance the quality,
utility, and clarity of the information to
be collected; and (4) suggestions to
minimize the burden of the collection of
information on those who are to
respond, including through the use of
appropriate automated, electronic,
mechanical, or other technological
collection techniques or other forms of
information technology, e.g., permitting
electronic submission of responses. The
comments that are submitted will be
summarized and included in the request
for approval. All comments will become

Abstract: CBP Form 1304, Crew’s
Effects Declaration, was developed
through an agreement by the
International Maritime Organization
(IMO) in conjunction with the United
States and various other countries. The
form is used as part of the entrance and
clearance of vessels pursuant to the
provisions of 19 CFR 4.7 and 4.7a, 19
U.S.C. 1431, and 19 U.S.C. 1434. CBP

Form 1304 is completed by the master
of the arriving vessel to record and list
the crew’s effects that are onboard the
vessel. This form is accessible at:

The CBP Form 1304 is part of the
Vessel Entrance and Clerance System
(VECS) Public Test currently on-going.
The paper Form 1304 is not required if
submissions are made in VECS, on a
voluntary basis.
Once public testing is done, PRA
approval and rulemaking will make
VECS permanent.

Federal Housing Administration insured
Multifamily mortgage goes into default,
the Mortgagee may file a claim with the
Secretary to receive the insurance
benefits. The Mortgagee is required by
HUD to furnish form HUD–2537,
Mortgagee’s Application for Partial
Settlement (Multifamily Mortgage),
prior to assignment. Once the email or
telefax is received with form HUD–
2537, HUD pays 70 or 90% of the
Unpaid Principal Balance (UPB) plus
interest within 24 to 48 hours after
assignment or conveyance. Interest will
continue to accrue on the claim until
the partial settlement is paid. Interest
paid on each claim is based on the
default date, the escrows reported on
form HUD–2537 and the UPB reported.
