relevant regulations require major
sources of Volatile Organic Compounds
(‘‘VOC’’) emissions to obtain a permit,
install RACT, and annually report
emissions of all regulated air
contaminants. The Complaint alleges
that Gershow failed to comply with
these requirements.
The Consent Judgment requires
Gershow to comply with the SIP, obtain
an appropriate CAA Title V permit, and
install and operate an emission capture
system and air pollution control
equipment. The emission capture
system will capture relevant emissions
and route them to air pollution control
equipment that will remove particulate
matter, VOCs, and acid gases from the
shredder’s emission in accordance with
specifications detailed in the Consent
Judgment. The Consent Judgment also
requires Defendants to pay a $555,000
civil penalty.
The publication of this notice opens
a period for public comment on the
proposed Consent Judgment. Comments
should be addressed to the Assistant

The affected public includes the
approximately 120 grantees of the
Transitional Housing Program whose
eligibility is determined by statute. This
discretionary grant program provides
transitional housing, short-term housing
assistance, and related support services
for individuals who are homeless, or in
need of transitional housing or other
housing assistance, as a result of fleeing
a situation of domestic violence, dating
violence, sexual assault, or stalking, and
for whom emergency shelter services or
other crisis intervention services are
unavailable or insufficient. Eligible
applicants are States, units of local
government, Indian tribal governments,
and other organizations, including
domestic violence and sexual assault
victim services providers, domestic
violence or sexual assault coalitions,
other nonprofit, nongovernmental

have a documented history of effective

4. An estimate of the total number of
respondents and the amount of time
estimated for an average respondent to
respond: It is estimated that it will take
the approximately 120 respondents
(Transitional Housing Program grantees)
approximately one hour to complete a
semi-annual progress report. The semiannual progress report is divided into
sections that pertain to the different
types of activities in which grantees
may engage. A Transitional Housing
Program grantee will only be required to
complete the sections of the form that
pertain to its own specific activities.
5. An estimate of the total annual
burden (in hours) associated with the
collection: It is estimated that it will
take the approximately 120 respondents
(Transitional Housing Program grantees)
approximately one hour to complete a
