Federal Register / Vol. 89, No. 161 / Tuesday, August 20, 2024 / Proposed Rules
that makes it easy for schools and
libraries, and in particular small
applicants without dedicated staff for a
hotspot lending program, to identify the
devices that are going unused. In the
FNPRM, the Commission considers
alternatives by asking if for the E-Rate
program, it should consider the
requirement of alternative billing
methods, such as usage-based pricing
models. The FNPRM also requests
comments on whether service providers
should be required to offer a simple way
to remotely discontinue and reestablish
lines when requested by applicants and
if there are different levels of service
needed depending on the school or
library size.
Further, the FNPRM seeks comments
on potential costs and benefits of the
proposed rule changes. The Commission
expects the information received in the
comments in response to the FNPRM
will allow it to more fully consider ways
to minimize the economic impact on
small entities and explore additional
alternatives to improve and simplify
opportunities for small entities to
participate in the E-Rate program, while
also ensuring usage in the E-Rate funded
school and library hotspot lending
programs.
Federal Rules that May Duplicate,
Overlap, or Conflict with the Proposed
Rules. None.
