General Counsel, has determined in
writing that the meeting will be closed
to the public because it will consider
matters covered by section 552b(c)(1) of
title 5, U.S.C. The determination is
based on the consideration that it is
expected that discussions throughout
will involve classified matters of
national security concern. Such
classified material is so intertwined
with the unclassified material that it
cannot reasonably be segregated into
separate discussions without defeating
the effectiveness and meaning of the
overall meeting. To permit the meeting
to be open to the public would preclude
discussion of such matters and would
greatly diminish the ultimate utility of
the DSB’s findings and
recommendations to the Secretary of
Defense and to the DUSD(R&E).

Representative Office in the United
States—AIM–9X Block II Sidewinder
Missiles
The Taipei Economic and Cultural
Representative Office in the United
States (TECRO) has requested to buy
one hundred (100) AIM–9X Block II
Sidewinder tactical missiles and four (4)
AIM–9X Block II tactical Guidance
Units. Also included are containers;
spare and repair parts; support and test
equipment; publications and technical
documentation; personnel training and
training equipment; U.S. Government
and contractor representatives’ technical
assistance; engineering and logistics
support services; and other related

elements of logistics support. The
estimated total cost is $85.6 million.
This proposed sale is consistent with
U.S. law and policy as expressed in
Public Law 96–8.
This proposed sale serves U.S.
national, economic, and security
interests by supporting the recipient’s
continuing efforts to maintain a credible
defensive capability. The proposed sale
will help improve the security of the
recipient and assist in maintaining
political stability, military balance, and
economic progress in the region.
The proposed sale will contribute to
the modernization of the recipient’s
capability to meet current and future
threats as it will be able to employ a
highly reliable and effective system to
increase their warfighting effectiveness,
as needed, which can counter or deter
aggressions by demonstrated precision
against air targets. This equipment will
contribute to the recipient’s goal of
updating its military capability while
further enhancing interoperability with
the United States and other allies. The
recipient will have no difficulty
absorbing this equipment into its armed
forces.
The proposed sale of this equipment
and support will not alter the basic
military balance in the region.
The principal contractor will be
Raytheon Missiles and Defense, Tucson,
AZ. The recipient has requested offsets.
At this time, agreements are
undetermined and will be defined in
negotiations between the recipient and
the contractor.
Implementation of this proposed sale
will not require the permanent
assignment of any additional U.S.
Government or contractor
representatives to recipient. Support
teams will travel to recipient on a
temporary basis.
There will be no adverse impact on
U.S. defense readiness as a result of this
proposed sale.

1. The AIM–9X Block II Sidewinder
Missile represents a substantial increase
in missile acquisition and kinematics
performance over the AIM–9M and
replaces the AIM–9X Block I Missile
configuration. The missile includes a
high off-boresight seeker, enhanced
countermeasure rejection capability,
low drag/high angle of attack airframe

and the ability to integrate with the
Helmet Mounted Cueing System.
2. The highest level of classification of
defense articles, components, and
services included in this potential sale
is SECRET.
3. If a technologically advanced
adversary were to obtain knowledge of
the hardware and software elements, the
information could be used to develop
countermeasures or equivalent systems,
which might reduce system
effectiveness or be used in the
development of a system with similar or
advanced capabilities.
4. A determination has been made
that the recipient can provide
substantially the same degree of
protection for the sensitive technology
being released as the U.S. Government.
This sale is necessary in furtherance of
the U.S. foreign policy and national
security objectives outlined in the
Policy Justification.
5. All defense articles and services
listed in this transmittal have been
authorized for release and export to the
recipient.
