Also included are Harpoon Guidance Control Units (GCUs); Harpoon Radar Seekers; Harpoon Radar Altimeters; Harpoon Captive Air Test Missiles (CATMs); containers; spare and repair parts; support and test equipment; publications and technical documentation; personnel training and training equipment; U.S. Government and contractor representatives’ technical assistance; engineering and logistics support services; and other related elements of logistics support. The estimated total cost is $355 million. This proposed sale is consistent with U.S. law and policy as expressed in Public Law 96–8. This proposed sale serves U.S. national, economic, and security interests by supporting the recipient’s continuing efforts to maintain a credible defensive capability. The proposed sale will help improve the security of the recipient and assist in maintaining political stability, military balance, and economic progress in the region. The recipient will be able to employ a highly reliable and effective system to counter or deter maritime aggressions, coastal blockades, and amphibious assaults. The recipient will have no difficulty absorbing this equipment into its armed forces. The proposed sale of this equipment and support will not alter the basic military balance in the region. The principal contractor will be Boeing Company, St. Louis, MO. The recipient has requested offsets. At this time, agreements are undetermined and will be defined in negotiations between the recipient and the contractor. Implementation of this proposed sale will not require the permanent assignment of any additional U.S. Government or contractor representatives to recipient. Support teams will travel to recipient on a temporary basis. There will be no adverse impact on U.S. defense readiness as a result of this proposed sale. POLICY JUSTIFICATION

Taipei Economic and Cultural Representative Office in the United 
States--AGM-84L-1 Harpoon Block II Missiles

    The Taipei Economic and Cultural Representative Office in the 
United States (TECRO) has requested to buy sixty (60) AGM-84L-1 Harpoon 
Block II missiles and four (4) ATM-84L-1 Harpoon Block II exercise 
missiles. Also included are Harpoon Guidance Control Units (GCUs); 
Harpoon Radar Seekers; Harpoon Radar Altimeters; Harpoon Captive Air 
Test Missiles (CATMs); containers; spare and repair parts; support and 
test equipment; publications and technical documentation; personnel 
training and training equipment; U.S. Government and contractor 
representatives' technical assistance; engineering and logistics 
support services; and other related elements of logistics support. The 
estimated total cost is $355 million.
    This proposed sale is consistent with U.S. law and policy as
