l. Description of Request: The licensee
proposes to amend the description of
the project transmission line to delete a
portion of the line and amend the
project boundary consistent with the
deletion of the portion of the
transmission line. Approximately 6.6
miles from the Bliss powerhouse is a tap
(Tuana) on the transmission line that
connects to approximately 100
megawatts (MW) of wind generation.
The section of the transmission line
between the Tuana tap and the Fossil
Gulch tap (Tuana-Fossil Gulch Section)
is not used solely to transmit power
from the project to load centers. In
addition to transmitting power from the
project, the Tuana-Fossil Gulch Section
transmits approximately 100 MW of
energy from wind generators to the
licensee’s electrical system. The TuanaFossil Gulch Section would continue to
exist even if its continued existence
were not guaranteed by a Commission
license. The amendment is
administrative in nature. There is no
ground disturbance, change in
operations, or physical changes to the
project. The licensee states the land
being removed from the project
boundary no longer serves any project

This is a supplemental notice in the
above-referenced proceeding of Fillmore
County Solar Project, LLC’s application
for market-based rate authority, with an
accompanying rate tariff, noting that
such application includes a request for
blanket authorization, under 18 CFR
part 34, of future issuances of securities
and assumptions of liability.
Any person desiring to intervene or to
protest should file with the Federal
Energy Regulatory Commission, 888

in accordance with Rules 211 and 214
