EPA is making a correction for an inadvertent error in the regulatory ‘‘Words of Issuance’’ for the final rule by adding the missing sentence ‘‘For the reasons stated in the preamble, EPA amends part 52 of chapter I, title 40 of the Code of Federal Regulations as follows:’’, to read as follows. EPA has determined that there is good cause for making this rule final without prior proposal and opportunity for comment because we are adding language that was accidentally omitted. Thus, notice and public procedure are unnecessary. We find that this constitutes good cause under section 553(b)(B) of the Administrative Procedure Act, 5 U.S.C. 553(b)(B). The revision consists of an amendment to the list of Virginia nonattainment areas to include a newly designated sulfur dioxide (SO2) nonattainment area.
