SUPPLEMENTARY INFORMATION: The
Committee was established pursuant to
15 U.S.C. 4656(b). The Committee is
currently composed of 22 members,
appointed by the Secretary of
Commerce, to provide advice to the
United States Government on matters
relating to microelectronics research,
development, manufacturing, and
policy. Background information on the
CHIPS Act and information on the
Committee are available at https://

Pursuant to the Federal Advisory
Committee Act, as amended, 5 U.S.C.
1001 et seq. App., notice is hereby given
that the Industrial Advisory Committee
will have a meeting at the date and time
in the DATES section and will be open
to the public. The meeting will be open
to the public and will be held via web
conference. Interested members of the
public will be able to participate in the
meeting from remote locations. The
primary purposes of this meeting are to
update the Committee on the progress of
the CHIPS R&D Programs, receive
updates from the Committee working
groups, and allow the Committee to
deliberate and discuss the progress that
has been made. The final agenda will be

SUPPLEMENTARY INFORMATION:
I. Abstract
This request is for extension of a
current information collection. The
Coastal Zone Management Act of 1972,
16 U.S.C. 1451–1465, provides for the
designation of estuarine research
reserves representative of various
regions and estuarine types in the
United States to provide opportunities
for long-term research, education and
interpretation. During the site selection
and designation process, information is
collected from states in order to prepare
a management plan and environmental
impact statement. Designated reserves
apply annually for operations funds by
submitting a work plan; subsequently
progress reports are required every six
months for the duration of the award.
Each reserve compiles an ecological
characterization or site profile to
describe the biological and physical
environment of the reserve, research to
date and research gaps. Reserves revise
their management plans every five
years. A competitive fellowship
program supports opportunities for
graduate students to conduct research at
each reserve. This information is
required to ensure that reserves are
adhering to regulations and that the
reserves are in keeping with the purpose
for which they were designated.

including the validity of the
methodology and assumptions used; (c)
Evaluate ways to enhance the quality,
utility, and clarity of the information to
be collected; and (d) Minimize the
reporting burden on those who are to
respond, including the use of automated
collection techniques or other forms of
information technology.

SUPPLEMENTARY INFORMATION:
I. Abstract
This request is for renewal and
extension of a currently approved
information collection. Under the
provisions of the Magnuson-Stevens
Fishery Conservation and Management
Act (16 U.S.C. 1801 et seq.), the
National Marine Fisheries Service
(NMFS) is responsible for management
of the Nation’s marine fisheries. NMFS
must also promulgate regulations, as
necessary and appropriate, to carry out
obligations the United States undertakes
internationally regarding tuna
management through the Atlantic Tunas
Convention Act (ATCA, 16 U.S.C. 971 et
seq.).
Amendment 7 to the 2006
Consolidated HMS Fishery Management
Plan (79 FR 71510, December 2, 2014)
implemented individual Bluefin tuna
quota (IBQ) shares and allocations for
vessels permitted in the Atlantic Tunas
Longline category through the IBQ
online system. IBQs are intended to
fairly and effectively allocate limited
quota for incidental capture of Atlantic
Bluefin tuna among vessels in the
Longline category, while minimizing
dead discards and discouraging
interactions with Bluefin tuna. An
online system developed by NMFS
tracks allocations and allocation leases,
and reconciles allocation with bluefin
tuna catches for quota monitoring. This
collection of information accounts for
the reporting burden associated with
allocation and lease tracking.
First-time vessel permit holders in the
affected categories must obtain and set
up an IBQ account in the online ‘‘IBQ
Catch Shares Program’’ in order to be
issued IBQ shares and resultant
allocation, to lease IBQ, and to resolve
quota debt. To use the electronic IBQ
System, first-time participants will need
to request an account and set their
account up with background
information. The information collected
during account issuance and set-up will
be used by NMFS to verify the identity
of the individual/business and whether
they qualify for IBQ allocation leasing.
