The CSAP
NAC was established to advise the
Secretary, Department of Health and
Human Services (HHS), and the
Assistant Secretary for Mental Health
and Substance Use, SAMHSA; and the
Director, CSAP, concerning matters
relating to the activities carried out by
and through the Center and the policies
respecting such activities.
Interested persons may present data,
information, or views orally or in
writing, on issues pending before the
Council. Written submissions must be
forwarded to the contact person no later
than 7 days before the meeting. Oral
presentations from the public will be
scheduled for the public comment
section at the end of the council
discussion. Individuals interested in
making oral presentations must notify
the contact person by 1:00 p.m. (EDT),
August 20, 2024. Up to three minutes
will be allotted for each presentation,
and as time permits, as these are
presented in the order received. Public
comments received will become part of
the meeting records.

SUPPLEMENTARY INFORMATION: Notice of
this meeting is given under the Federal
Advisory Committee Act, Public Law
117–286, 5 U.S.C. ch. 10.
In accordance with the Biggert-Waters
Flood Insurance Reform Act of 2012, the
TMAC makes recommendations to the
FEMA Administrator on: (1) how to
improve, in a cost-effective manner, the
(a) accuracy, general quality, ease of use,
and distribution and dissemination of
flood insurance rate maps and risk data;
and (b) performance metrics and
milestones required to effectively and
efficiently map flood risk areas in the
United States; (2) mapping standards
and guidelines for (a) flood insurance
rate maps, and (b) data accuracy, data

quality, data currency, and data
eligibility; (3) how to maintain, on an
ongoing basis, flood insurance rate maps
and flood risk identification; (4)
procedures for delegating mapping
activities to State and local mapping
partners; and (5) (a) methods for
improving interagency and
intergovernmental coordination on
flood mapping and flood risk
determination, and (b) a funding
strategy to leverage and coordinate
budgets and expenditures across Federal
agencies. Furthermore, the TMAC is
required to submit an annual report to
the FEMA Administrator that contains:
(1) a description of the activities of the
Council; (2) an evaluation of the status
and performance of flood insurance rate
maps and mapping activities to revise
and update Flood Insurance Rate Maps;
and (3) a summary of recommendations
made by the Council to the FEMA
Administrator.
Agenda: The purpose of this meeting
is for the TMAC members to discuss and
deliberate on the content of the 2024
TMAC Annual Report. Any related
materials will be available upon request
prior to the meeting to provide the
public with an opportunity to review

System (CRS) under the National Flood
Insurance Program (NFIP). This RFI
seeks further input on suggested
alternative program features and
approaches for a redesigned CRS
program, based upon public input from
the August 23, 2021 ‘‘Request for
Information on the National Flood
Insurance Program’s Community Rating
System’’ published in the Federal
Register. FEMA will host virtual public
meetings at the times and dates listed
below.
Comments must be received on
or before September 9, 2024.
Submissions received after that date
may not be considered.
For Public Meetings: FEMA will hold
virtual public meetings on Wednesday,
August 21, 2024 from 2:00 p.m. to 3:30
p.m. EDT and Thursday, August 22,
2024 from 3:00 p.m. to 4:30 p.m. EDT
for a general audience and on Tuesday,
August 27, 2024 from 3:00–4:30 p.m.
