In accordance with the Native
American Graves Protection and
Repatriation Act (NAGPRA), U.S.
Department of the Interior, Bureau of
Reclamation (Reclamation), Upper
Colorado Basin Region intends to carry
out the disposition of human remains
removed from Federal or Tribal lands to
the lineal descendants, Indian Tribe, or
Native Hawaiian organization with
priority for disposition in this notice.
DATES: Disposition of the human
remains or cultural items in this notice
may occur on or after July 11, 2024. If
no claim for disposition is received by
June 11, 2025, the human remains in
this notice will become unclaimed
human remains.

SUMMARY:
Abstract of Information Available
Based on the information available,
human remains representing, at least,
one individual has been reasonably
identified. No associated funerary
objects are present. On May 9, 2021, at
Red Fleet Reservoir in Uintah County,
Utah, human remains were discovered
along the shore at the water line. No
identified burial was located.
Determinations
The Reclamation Upper Colorado
Basin Region has determined that:
• The human remains described in
this notice represent the physical
remains of one individual of Native
American ancestry.

Written claims for disposition of the
human remains or cultural items in this
notice must be sent to the appropriate
official identified in this notice under
ADDRESSES. If no claim for disposition is

1. Any lineal descendant, Indian
Tribe, or Native Hawaiian organization
identified in this notice.
2. Any lineal descendant, Indian
Tribe, or Native Hawaiian organization
not identified in this notice who shows,
by a preponderance of the evidence, that

Abstract of Information Available
A total of eight cultural items have
been requested for repatriation. The
eight unassociated funerary objects are
two mineral pigments, two lots of shell
beads/fragments, one ceramic pot, one
ceramic bowl, and two pipe bowls.
Journal entries from PISP’s first
superintendent, Leonard Heaton,
describes his finding of these objects
alongside human remains. These entries
span several years, from 1928 to 1940,
and do not provide specifics as to exact
locations. The artifacts were not
cataloged at the time of discovery and
were later found in collections in 1985,
along with hand-written envelopes from
Heaton.
Determinations
PISP has determined that:
• The eight unassociated funerary
objects described above are reasonably
believed to have been placed
intentionally with or near individual
human remains, and are connected,
either at the time of death or later as part
of the death rite or ceremony and are
believed, by a preponderance of the
evidence, to have been removed from a
specific burial site of an individual or
individuals with cultural affiliation to
an Indian Tribe or Native Hawaiian
organization.
• There is a reasonable connection
between the cultural items described in
this notice and the Kaibab Band of
Paiute Indians of the Kaibab Indian
Reservation, Arizona.

Abstract of Information Available
Based on the information available,
human remains representing, at least,
one individual has been reasonably
identified. The three associated funerary
objects are an ax head, steel, and flint.
At an unknown date, the related
ancestral remains and associated
funerary objects were found wrapped in
birch bark on Sugar Island about 18
miles from Sault Ste. Marie, Chippewa
County, MI by Charles Bradshaw during
a house excavation. At an unknown
date, they were acquired by Isaac
Lemon. In 1907, they were donated to
the Kent Scientific Museum (now the
Grand Rapids Public Museum).
Cultural Affiliation
Based on the information available
and the results of consultation, cultural
affiliation is reasonably identified by the
geographical location or acquisition
history of the human remains and
associated funerary objects described in
this notice.
