Seashore Advisory Commission
(Commission).
DATES: The Commission will meet on
Monday, July 1, 2024; Monday, August
5, 2024; Monday, September 9, 2024;
and Monday, October 7, 2024. All
scheduled meetings will begin at 1 p.m.
and will end by 4 p.m. (eastern time).

SUPPLEMENTARY INFORMATION: The
Commission was established by section
8 of Public Law 87–126, as amended,
and expired on September 26, 2018. The
Commission was reestablished by Div.
DD, title VI, subtitle B, section 613 of
Public Law 117–328, the Consolidated
Appropriations Act, 2023. The
Commission’s new termination date is
September 26, 2029. The purpose of the
Commission is to consult with the
Secretary of the Interior, or her
designee, with respect to matters
relating to the development of Cape Cod
National Seashore, and with respect to
carrying out the provisions of the Act
establishing the Seashore. The meetings
are open to the public. Interested
persons may make oral presentations to
the Commission. Such requests should
be made to the Superintendent at the
beginning of the meeting. Depending on
the number of persons wishing to speak,
and the time available, the time for
individual comments may be limited.
Written comments can be sent to
Jennifer Flynn (see FOR FURTHER
INFORMATION CONTACT). All comments
received will be provided to the
Commission.
The Commission meeting location
may change based on inclement weather
or exceptional circumstances. If a

Superintendent will issue a press
release and use local newspapers to
announce the change. Detailed minutes
of the meeting will be available for
public inspection within 90 days of the

2. Approval of meeting minutes
3. Superintendent’s report
4. Members comments
5. Meeting primary topic

Repatriation Act (NAGPRA), the Los
Rios Community College District
(LRCCD) has completed an inventory of
associated funerary objects and has
determined that there is a cultural
affiliation between the associated
funerary objects and Indian Tribes or
Native Hawaiian organizations in this
notice.
SUMMARY:
Repatriation of the associated
funerary objects in this notice may
occur on or after July 11, 2024.

Abstract of Information Available
Based on the information available,
associated funerary objects removed
from the Bennett Mound or Bennett site
(CA–SAC–16), Sacramento County, CA
have been identified. The associated
funerary objects were removed
sometime in or around 1932 by Jeremiah
B. Lillard. Between 1923 and 1940,
Lillard was president of Sacramento
Junior College, now named Sacramento
City College, which is one of four
campuses within LRCCD. As early as
July 1981, the objects were located on
the American River College campus,
another campus within LRCCD. The five
associated funerary objects are two
stone charmstones, one stone projectile
point, one bone awl, and one abalone
ornament. LRCCD has no knowledge of
any potentially hazardous substances
being used to treat the associated
funerary objects.

the requestor is a lineal descendant or
a culturally affiliated Indian Tribe or
Native Hawaiian organization.

funerary objects in this notice to a
requestor may occur on or after July 11,
2024. If competing requests for
repatriation are received, LRCCD must
determine the most appropriate
requestor prior to repatriation. Requests
for joint repatriation of the associated
funerary objects are considered a single
request and not competing requests.

University of Michigan intends to
repatriate certain cultural items that
meet the definition of unassociated
funerary objects and that have a known
lineal descendant.

SUMMARY:
Abstract of Information Available
A total of two cultural items have
been requested for repatriation. The two
unassociated funerary objects are one lot
of nickel silver brooches and one lot of
shell and glass beads. On an unknown
date in 1913, two lots of Cultural Items
were removed from the Ft. Wayne site
in Allen Co, Indiana on the property of
Dr. Gillis, Lawton Place, and donated to
the University of Michigan Museum of
Anthropological Archaeology
(UMMAA) by Mrs. Gertrude E. Dean on
June 19, 1936. UMMAA records note ‘‘a
sword with the burial. Someone in
Wash. D. C. got most of the material . . .
silver crosses and arm bands.’’ The site
is dated to the post-contact A.D. 1700–
1850 based on diagnostic artifacts. This
location is known to be the burial site
of the Miami leader, Little Turtle. The
University of Michigan has no record of,
nor do its officials have any knowledge
of, any treatment of items with
pesticides, preservatives, or other

substances that represent a potential
hazard to the collection(s) or to persons
handling the collection(s).
Determinations
The University of Michigan has
determined that:
• The two unassociated funerary
objects described in this notice are
reasonably believed to have been placed
intentionally with or near human
remains, and are connected, either at the
time of death or later as part of the death
rite or ceremony of a Native American
culture according to the Native
American traditional knowledge of a
lineal descendant, Indian Tribe, or
Native Hawaiian organization. The
unassociated funerary objects have been
identified by a preponderance of the
evidence as related to human remains,
specific individuals, or families, or
removed from a specific burial site or
burial area of an individual or
individuals with cultural affiliation to
an Indian Tribe or Native Hawaiian
organization.
• The known lineal descendants,
Daryl Baldwin (Miami Tribe of
Oklahoma) and Scott Willard (Miami
Tribe of Oklahoma), are connected to
the cultural items described in this
notice.
Requests for Repatriation
Additional, written requests for
repatriation of the cultural items in this
notice must be sent to the authorized
representative identified in this notice
under ADDRESSES. Requests for
repatriation may be submitted by any
lineal descendant, Indian Tribe, or
Native Hawaiian organization not
identified in this notice who shows, by
a preponderance of the evidence, that
the requestor is a lineal descendant or
a culturally affiliated Indian Tribe or
Native Hawaiian organization.
