SUPPLEMENTARY INFORMATION: Section 312 of the Coastal Zone Management Act (CZMA), 16 U.S.C. 1458, requires NOAA to conduct periodic evaluations of federally approved coastal management programs. The evaluation process includes holding one or more public meetings, considering public comments, and consulting with interested Federal, State, and local agencies and members of the public. During the evaluation, and consistent with CZMA Section 312 and implementing regulations at 15 CFR PO 00000 Frm 00016 Fmt 4703 Sfmt 4703 48565 923, subpart L, NOAA will consider the extent to which the State of California has met the national objectives and addressed the coastal management needs identified in CZMA section 303(2), implemented and enforced the management program approved by the Secretary of Commerce, and adhered to the terms of financial assistance under the CZMA.
