The Notice of Scoping was sent to affected landowners; federal, state, and local government agencies; elected officials; environmental and public interest groups; Native American Tribes; other interested parties; and local libraries and newspapers. In response to the Notice of Scoping, the Commission received comments from Ascent Resources—Utica, LLC., BP Energy Company, and Sweat Law Offices on behalf of the Board of Supervisors of Smith Township, Washington County, Pennsylvania. The primary issues raised by Ascent Resources—Utica, LLC and BP Energy Company are concern for operational and economic harm resulting from the removal of ethane from Rover’s gas stream. Sweat Law Offices on behalf of the Board of Supervisors of Smith Township, Washington County, Pennsylvania commented that there have been complaints from residents and members from adjoining municipalities regarding noise from ETC Northeast’s activities that are directly related to Rover. All substantive comments will be addressed in the EA.
