Department of Environmental Protection
(Massachusetts DEP) filed with the
Federal Energy Regulatory Commission
(Commission) notice that it received
complete requests for Clean Water Act
section 401(a)(1) water quality
certifications from FirstLight MA Hydro
LLC and Northfield Mountain LLC in
conjunction with the above captioned
projects, on April 22, 2024. Pursuant to
section 5.23(b) of the Commission’s
regulations,1 we hereby notify

l. Description of Request: The licensee
proposes to replace the upper Salmon
Creek penstock, which runs from the
valvehouse to the abandoned upper
powerhouse. The licensee states that the
penstock, which is over 100 years old,
must be replaced to ensure safe and
reliable operation of the project for the
reminder of the project license. As
proposed, the licensee would replace
the entire upper penstock with modern
welded steel pipe that meets modern
engineering and construction standards.
