modify the existing weather
requirements for operating without a
destination alternate to at least a 1,000foot ceiling and at least 3 statue mile
visibility. The requested exemption
would apply to flights scheduled for
less than six hours.

FMCSA announces its plan to submit
the Information Collection Request (ICR)
described below to the Office of
Management and Budget (OMB) for its
review and approval and invites public
comment. FMCSA requests approval for
a new ICR titled ‘‘FMCSA Registration
System (FRS)’’. FMCSA is replacing its
Unified Registration System (URS), with
a new, online registration system, which
will be named the ‘‘FMCSA Registration
