SUPPLEMENTARY INFORMATION: In
accordance with the Paperwork
Reduction Act of 1995 (PRA, 44 U.S.C.
3501 et seq.) and 5 CFR 1320.8(d)(1), all
information collections require approval
under the PRA. The BLM may not
conduct or sponsor a collection of
information and a response to a request
for information is not required unless it
displays a current valid OMB control
number.
As part of our continuing effort to
reduce paperwork and respondent
burdens, we invite the public and other
Federal agencies to comment on new,
proposed, revised and continuing
collections of information. This helps
the BLM assess impacts of its
information collection requirements and
minimize the public’s reporting burden.
It also helps the public understand BLM
information collection requirements and
ensure requested data are provided in
the desired format.
The BLM is especially interested in
public comment addressing the

Abstract: Section 209(b) of the Federal
Land Policy and Management Act (43
U.S.C. 1719) authorizes the Secretary of
the Interior to convey Federally-owned
mineral interests to non-Federal owners
of the surface estate. The respondents in
this information collection are nonFederal owners of surface estates who
apply for underlying Federally-owned
mineral interests. This information
collection enables the Bureau of Land
Management (BLM) to determine if the
applicants are eligible to receive title to
the Federally-owned mineral interests
beneath their lands. OMB’s approval for
the information collections approved
under OMB control number 1004–0153
is scheduled to expire on December 31,
2024. This request is for OMB to
renewal this OMB control number for an
additional three (3) years.
