AGENCY:
The Department of Commerce
(Department), in accordance with the
Paperwork Reduction Act of 1995
(PRA), invites the general public and
other Federal agencies to comment on
proposed, and continuing information
collections, which helps us assess the
impact of our information collection
requirements and minimize the public’s
reporting burden. The purpose of this
notice is to allow for 60 days of public
comment preceding submission of the
collection to OMB.
DATES: To ensure consideration,
comments regarding this proposed
information collection must be received
on or before June 10, 2024.

SUMMARY:
I. Abstract
The FTZ Annual Report is the vehicle
by which FTZ grantees report annually
to the FTZ Board, pursuant to the
requirements of the FTZ Act (19 U.S.C.
81(p)). The annual reports submitted by
grantees are the only complete source of
compiled information on FTZs. The
data and information contained in the
reports relate to international trade
activity in the FTZs. The reports are
used by the Congress and the
Department to determine the economic
effect of the FTZ program. The reports
are also used by the FTZ Board and

other trade policy officials to determine
whether zone activity is consistent with
U.S. international trade policy, and
whether it is in the public interest. The
public uses the information regarding
activities carried out in the FTZs to
evaluate their effect on industry sectors.
The information contained in annual
reports also helps zone grantees in their
marketing efforts. This is a request for
a renewal of a currently approved
information collection.

cost burden for this proposed collection,
including the validity of the
methodology and assumptions used; (c)
Evaluate ways to enhance the quality,
utility, and clarity of the information to
be collected; and (d) Minimize the
reporting burden on those who are to
respond, including the use of automated
collection techniques or other forms of
information technology.

Technical Advisory Committee (RPTAC)
will meet April 30, 2024, 9:00 a.m.,
Eastern Daylight Time, in the Herbert C.
Hoover Building, Room 3884, 1401
Constitution Avenue NW, Washington,
DC (enter through Main Entrance on
14th Street between Constitution and
Pennsylvania Avenues). The Committee
advises the Office of the Assistant
Secretary for Export Administration on
implementation of the Export
Administration Regulations (EAR) and
provides for continuing review to
update the EAR as needed. The purpose
of the meeting is to have Committee
members and U.S. Government
representatives mutually review
updated technical data and policydriving information that has been
gathered.

In this case, the applicable provisions of
5 U.S.C. 552b(c) are subsection
552b(c)(4), which permits closure to
protect trade secrets and commercial or
financial information that is privileged
or confidential, and subsection
552b(c)(9)(B), which permits closure to
protect information that would be likely
to significantly frustrate implementation
of a proposed agency action were it to
be disclosed prematurely. The closed
session of the meeting will involve
committee discussions and guidance
regarding U.S. Government strategies
and policies.
The open session will be accessible
via teleconference. To join the
conference, submit inquiries to Ms.
Yvette Springer at Yvette.Springer@
bis.doc.gov, no later than April 23, 2024.
A limited number of seats will be
available for the public session.
Reservations are not accepted. To the
extent time permits, members of the
public may present oral statements to

Committee suggests that presenters
forward the public presentation

pursuant to 5 U.S.C. 1009(d) of the
FACA, that the portion of the meeting
dealing with pre-decisional changes to
the Commerce Control List and the U.S.
export control policies shall be exempt
from the provisions relating to public
meetings found in 5 U.S.C. 1009(a)(1)
and 1009(a)(3). The remaining portions
of the meeting will be open to the
public.

Methionine From Spain: Final Results
of Antidumping Duty Administrative

SUMMARY: The U.S. Department of
Commerce (Commerce) determines that
Adisseo Espan˜a S.A. (Adisseo Espan˜a),
the sole producer and exporter subject
to this administrative review, made
sales of methionine from Spain at lessthan-normal value (LTFV) during the
period of review (POR), March 4, 2021,
through August 31, 2022.

AGENCY:
Background
On October 6, 2023, Commerce
published the Preliminary Results in the
Federal Register, and invited comments
from interested parties.1 A complete
summary of the events that occurred
since Commerce published the
Preliminary Results, as well as a full
discussion of the issues raised by parties
for these final results, are discussed in
the Issues and Decision Memorandum.2
Commerce conducted this
administrative review in accordance
with section 751(a) of the Tariff Act of
1930, as amended (the Act). On January
26, 2024, we extended the deadline for
these final results to no later than April
3, 2024.3
Scope of the Order 4
The merchandise covered by the
Order is methionine from Spain. For a

Analysis of the Comments Received

interested parties, to which we

Changes Since the Preliminary Results
Based on a review of the record and
comments received from interested
parties regarding our Preliminary
Results, we made certain changes to the
preliminary weighted-average dumping
margin calculation for Adisseo Espan˜a.5
Final Results of Review
As a result of this review, we
determine the following estimated
weighted-average dumping margin
exists for the period March 4, 2021,
through August 31, 2022:

Disclosure
Commerce intends to disclose its
calculations and analysis performed to
interested parties in these final results
within five days of the date of
publication of this notice in the Federal
Register, in accordance with 19 CFR
351.224(b).
Assessment Rates
Pursuant to section 751(a)(2)(C) of the
Act and 19 CFR 351.212(b)(1),
Commerce will determine, and U.S.
Customs and Border Protection (CBP)
shall assess, antidumping duties on all
appropriate entries of subject
merchandise in accordance with these
final results.
Pursuant to 19 CFR 351.212(b)(1), we
calculated importer-specific ad valorem
duty assessment rates based on the ratio
