The survey is a sample survey that covers all U.S. affiliates, except for certain private funds, above a size-exemption level. The sample data are used to derive universe estimates of direct investment transactions, positions, and income in nonbenchmark years from similar data reported in the BE–12, Benchmark Survey of Foreign Direct Investment in the United States, which is conducted every five years. SUPPLEMENTARY INFORMATION: Background On February 1, 2005, the Commerce published the order in the Federal Register.1 In the 2017–2018 administrative review of the Order, Commerce determined that the Elque Group (i.e., Elque & Co., Calcutta Seafoods Pvt. Ltd. (Calcutta Seafoods), and Bay Seafood Pvt. Ltd.
