of Energy Projects has reviewed the
application for a subsequent license to
continue to operate and maintain the
Constantine Hydroelectric Project
(project). The project is located on the
St. Joseph River, in the Village of
Constantine, in St. Joseph County,
Michigan. Commission staff has
prepared an Environmental Assessment
(EA) for the project.
The EA contains the staff’s analysis of
the potential environmental impacts of
the project and concludes that licensing

Cameron Interstate Pipeline, LLC;
Notice of Schedule for the Preparation
of an Environmental Assessment for
the Holbrook Expansion Project
On October 4, 2023, Cameron
Interstate Pipeline, LLC filed an
application in Docket No. CP24–1–000
requesting a Certificate of Public
Convenience and Necessity pursuant to
section 7(c) of the Natural Gas Act to
construct and operate certain natural gas
facilities. The proposed project is
known as the Holbrook Expansion
Project (Project), and it would provide
about 1.1 billion cubic feet of additional
natural gas transportation capacity per
day to Cameron LNG, LLC’s liquefied
natural gas (LNG) export facility in
Cameron Parish, Louisiana.
On October 19, 2023, the Federal
Energy Regulatory Commission
(Commission or FERC) issued its Notice
of Application for the Project. Among
other things, that notice alerted agencies
issuing federal authorizations of the
requirement to complete all necessary
reviews and to reach a final decision on
a request for a federal authorization
within 90 days of the date of issuance
of the Commission staff’s environmental
document for the Project.
This notice identifies Commission
staff’s intention to prepare an
environmental assessment (EA) for the
Project and the planned schedule for the
completion of the environmental
review.1

Project Description
Cameron Interstate Pipeline, LLC
proposes to construct and operate two
new natural gas compressor units, and
associated aboveground facilities,
ancillary and auxiliary equipment at its
existing Holbrook Compressor Station in
Calcasieu Parish, Louisiana.
The Holbrook Expansion Project
would consist of the following facilities:
• one new 42,000-horsepower natural
gas turbine compressor unit (in a new
compressor building);
• one new 5,350-horsepower natural
gas reciprocating compressor unit (in an
existing compressor building);
• 1,100-foot-long, 36-inch-diameter
discharge header pipeline;
• one new warehouse; and
• associated ancillary and auxiliary
equipment.
Cameron Interstate Pipeline, LLC
would also use a temporary laydown
yard, workspace, and existing access
road.
Background
On November 13, 2023, the
Commission issued a Notice of Scoping
Period Requesting Comments on
Environmental Issues for the Proposed
Holbrook Expansion Project (Notice of
Scoping). The Notice of Scoping was
sent to affected landowners; federal,
state, and local government agencies;
elected officials; environmental and
public interest groups; Native American
tribes; other interested parties; and local
libraries and newspapers. All
substantive comments received in
response to the Notice of Scoping will
be addressed in the EA.
