Background
On December 29, 2004, the U.S.
Department of Commerce (Commerce)
published in the Federal Register the
antidumping duty order on carbazole
violet pigment 23 (CVP–23) from India.1
On January 27, 2023, we initiated a new
shipper review (NSR) based on a timely
request from Sudarshan Chemical
Industries Limited (Sudarshan).2
For a complete description of the

appendix to this notice. The Preliminary
