SUPPLEMENTARY INFORMATION: The NRC
has granted the request of the licensee
to withdraw its application dated
February 16, 2022 (ADAMS Accession
No. ML22048A526), as supplemented
by letters dated June 20, 2022 (ADAMS
Accession No. ML22173A135),
September 8, 2022 (ADAMS Accession
No. ML22251A295), and April 4, 2023
(ADAMS Accession No. ML23102A037)
for proposed amendments to Facility
Operating License Nos. DPR–80 and
DPR–82 for the Diablo Canyon Nuclear
Power Plant, Units 1 and 2, located in
San Luis Obispo, County, California.
The proposed amendments would
have permitted alternative security
measures for the implementation of an
early warning system.
The Commission had previously
issued a Notice of Consideration of
Issuance of Amendment published in
the Federal Register on May 3, 2022 (87
FR 26232). However, by letter dated
October 13, 2023 (ADAMS Accession
No. ML23286A302), the licensee
withdrew the proposed change.

The Commission gives notice that the
Postal Service filed request(s) for the
Commission to consider matters related
to negotiated service agreement(s). The
request(s) may propose the addition or
removal of a negotiated service
agreement from the Market Dominant or
the Competitive product list, or the
modification of an existing product
currently appearing on the Market
Dominant or the Competitive product
list.
Section II identifies the docket
number(s) associated with each Postal
Service request, the title of each Postal
Service request, the request’s acceptance
date, and the authority cited by the
Postal Service for each request. For each
request, the Commission appoints an
officer of the Commission to represent
the interests of the general public in the
proceeding, pursuant to 39 U.S.C. 505
(Public Representative). Section II also
establishes comment deadline(s)
pertaining to each request.
