meeting.
AGENCY:
Notice is hereby given,
pursuant to the provisions of the rules
and regulations of the U.S. Commission
on Civil Rights (Commission) and the
Federal Advisory Committee Act, that
the Guam Advisory Committee
(Committee) to the U.S. Commission on
Civil Rights will hold a virtual business
meeting via Zoom at 9:30 a.m. ChST on
Thursday, November 2, 2023, (7:30 p.m.
ET on Wednesday, November 1, 2023).
The purpose of this meeting is to
discuss and potentially vote on a new
project topic of study.

open comment period will be provided
to allow members of the public to make
a statement as time allows. Per the
Federal Advisory Committee Act, public
minutes of the meeting will include a
list of persons who are present at the
meeting. If joining via phone, callers can
expect to incur regular charges for calls
they initiate over wireless lines,
according to their wireless plan. The
Commission will not refund any
incurred charges. Callers will incur no

April 1, 2021, through March 31, 2022.
Commerce also determines that one
mandatory respondent did not make
sales of subject merchandise at below
normal value during the POR.

SUPPLEMENTARY INFORMATION:
Background
On May 4, 2023, Commerce published
the Preliminary Results of this
administrative review and invited
parties to comment on the Preliminary
Results.1 This administrative review
covers 114 companies.2 Commerce
selected Kanika Exports (Kanika) and R
K Fasteners (India) (RKF) as the two
respondents for individual
examination.3 On August 17, 2023,
Commerce extended the deadline for the
final results of this review until October
31, 2023.4 For a complete description of
the events that followed the Preliminary
Results, see the Issues and Decision
Memorandum.5
Commerce conducted this
administrative review in accordance
with section 751(a) of the Tariff Act of
1930, as amended (the Act).

The merchandise covered by the
scope of this Order is carbon and alloy
