(the Line).1 The verified notice states that the Line is currently operated by Wabash Central 1 On October 20, 2023, NER filed an amended verified notice withdrawing portions of the verified notice pertaining to the acquisition of incidental overhead trackage rights over approximately 0.8 miles of rail line owned by Norfolk Southern Railway Company (NSR) between milepost 123.0 (corresponding to NSR milepost 163.0) and milepost 123.8 (corresponding to NSR milepost 162.2). Appropriations Act, 2023 (Div. K, Pub. L. 117-328) (SFOAA); Executive 
Order 12163, as amended by Executive Order 13346; and Delegation of 
Authority 513, I hereby determine that targeted assistance to Zimbabwe 
in the areas of health, good governance and respect for human rights, 
education, leadership, agriculture/food security, poverty reduction, 
livelihoods, family planning and reproductive health, macroeconomic 
growth (including anti-corruption efforts), helping victims of 
trafficking and combatting trafficking, and advancing biodiversity and
