Failure of a respondent to file a timely
response to each allegation in the
complaint and in this notice may be
deemed to constitute a waiver of the
right to appear and contest the
allegations of the complaint and this
notice, and to authorize the
administrative law judge and the
Commission, without further notice to
the respondent, to find the facts to be as
alleged in the complaint and this notice
and to enter an initial determination
and a final determination containing
such findings, and may result in the
issuance of an exclusion order or a cease
and desist order or both directed against
the respondent.

SUPPLEMENTARY INFORMATION: The labor
force data gathered through the Current
Population Survey (CPS) are provided to
users in the greatest detail possible,
consistent with the demographic
information obtained in the survey. In
brief, the labor force data can be broken
down by sex, age, race, ethnicity,
marital status, family composition,
educational level, certification and
licensing status, disability status, and
various other characteristics. Through
such breakdowns, one can focus on the
employment situation of specific
population groups as well as on the
general trends in employment and
unemployment. Moreover, the survey
yields data on the characteristics of
people who have stopped looking for
work because they believe no jobs are
available, also referred to as discouraged
workers. Information of this type can be
obtained only through demographicallyoriented surveys such as the CPS. For
