(WBI Energy), 1250 West Century Avenue, Bismarck, North Dakota 58503, filed an application under sections 7(b) and 7(c) of the Natural Gas Act (NGA), and Part 157 of the Commission’s regulations requesting authorization for its South Spearfish Project (Project). The Project consists of: (1) relocating pressure regulation and overpressure equipment; (2) uprating the existing DeadwoodCentral City Lateral; (3) constructing the new South Spearfish Station containing the South Spearfish Town Border Station and the Deadwood Lateral Transfer Station; (4) abandoning by sale to Montana-Dakota the 4-inch-diameter South Spearfish Lateral and certain station equipment at the existing South Spearfish Town Border Station; and (5) abandoning by removal remaining station equipment at the existing South Spearfish Town Border Station. WBI Energy’s application will assist the Commission in meeting its obligation under Section 106 of the National Historic Preservation Act to review WBI Energy’s cultural resources survey to identify archaeological, historical architectural, and other cultural resource sites within the proposed LS 15 Expansion Project’s area of potential effects.1 The South Spearfish Project is located in Lawrence County, South Dakota. WBI Energy estimates the total cost of the Project to be $1,420,000, all as more fully set forth in the application which is on file with the Commission and open for public inspection.
