Grant funds are used by the MDO to provide technical assistance and entrepreneurship training to rural individuals and businesses. 2. Statutory and Regulatory Authority. RMAP is authorized by Section 379E of the Consolidated Farm and Rural Development Act (Pub. L. 87–128), as amended, and is codified as 7 U.S.C. 2008s and implemented by 7 CFR part 4280, subpart D. 3.
