SUPPLEMENTARY INFORMATION: Background On August 24, 2017, Commerce published in the Federal Register the countervailing duty order on finished carbon steel flanges from India.1 On August 2, 2022, Commerce published a notice of opportunity to request an administrative review of the Order.2 On August 31, 2022, Weldbend Corporation and Boltex Manufacturing Co., L.P.
