RI 38–45 is used by the Civil Service
Retirement System and the Federal
Employees Retirement System to
identify the records of individuals with
similar or the same names. It is also
needed to report payments to the
Internal Revenue Service.

SUPPLEMENTARY INFORMATION: The
Assignment of Federal Employee’s
Group Life Insurance (FEGLI) Program,
RI 76–10, allows an insured individual
to transfer ownership, or ‘‘assign’’ the
FEGLI coverage to a third party. An
insured may assign for several reasons;
for example, for financial planning
purposes, or to comply with a court
order, or to sell the coverage to a thirdparty. Unlike a designation of
beneficiary, once an assignment is
executed, it is irrevocable.
As required by the Paperwork
Reduction Act of 1995, Public Law 104–
13, 94 Stat. 2812 (1980), and as
amended by the Clinger-Cohen Act,
