The proposed rule introduced an additional type of SBIC (‘‘Accrual SBICs’’) to increase program investment diversification and patient capital financing for Small Businesses, modernize rules to lower financial barriers to program participation, and incorporate the statutory requirements of the Spurring Business in Communities Act of 2017, which was enacted on December 19, 2018. Temporary final rule. AGENCY: ACTION: The Coast Guard is establishing a temporary safety zone for navigable waters within a half mile radius of the Donald Legg Memorial Bridge. The safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards created by adding a center section of the bridge. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port Sector Ohio Valley (COTP) or a designated representative. This temporary final rule reflects a change in the dates of the bridge construction than we previously announced in a prior temporary final rule. DATES: This rule is effective from 5:30 a.m. on August 28, 2023, through 7 p.m. on August 29, 2023. I. Background

    On July 18, 2023, the U.S. Small Business Administration (``SBA'' 
or ``Agency'') published a notice of final rulemaking to revise the 
regulations for the Small Business Investment Company (``SBIC'') 
program to significantly reduce barriers to program participation for 
new SBIC fund managers and funds investing in underserved communities 
and geographies, capital intensive investments, and technologies 
critical to national security and economic development. The proposed
