collection. For the years that the
Department holds a PIM grant
competition, we estimate 150 entities
will submit an application for Federal
assistance using the required
Department standard application forms.
We estimate that it will take each
applicant 40 hours to complete and
submit the application, including time
for reviewing instructions, searching
existing data sources, gathering and
maintaining the data needed, and
completing and reviewing the collection
of information. The total burden hour
estimate for this collection is 6,000
hours.
Intergovernmental Review: This
program is subject to Executive Order
12372 and the regulations in 34 CFR
part 79. One of the objectives of the
Executive Order is to foster an
intergovernmental partnership and a
strengthened federalism. The Executive
Order relies on processes developed by
State and local governments for
coordination and review of proposed
Federal financial assistance.
This document provides early
notification of our specific plans and
actions for this program.

On July 13, 2023, the
Environmental Protection Agency (EPA)
published a final rule in the Federal
Register approving the ‘‘Coso Junction
PM10 Planning Area Second 10-Year
Maintenance Plan’’ as a revision to the
state implementation plan (SIP) for the
State of California. In that rulemaking,
the EPA inadvertently published a
numbering error in the regulatory text
codifying the approval in the Code of
Federal Regulations (CFR). This
document corrects the error in the final
rule’s regulatory text.
DATES: This action is effective August
14, 2023.

This rule implements changes
to fishing year 2023 recreational
management measures for Georges Bank
cod, Gulf of Maine cod, and Gulf of
Maine haddock. The measures are
necessary to ensure the recreational
fishery achieves, but does not exceed,
fishing year 2023 catch limits for Gulf
of Maine cod and haddock, and the
recreational catch target for Georges
Bank cod.
DATES: The measures in this rule are
effective on August 14, 2023.
